The Indiana House voted 81-14 this week to approve a bill would require scooters to have license plates and drivers to have a state-issued identification card with a scooter endorsement.
To get the endorsement you would have to pass a road signs test but you would not have to have insurance.
The bill now goes to the Senate.
Those that are for the bill say that it will help to identify owners of scooters and recover the bikes when they are stolen.
Those familiar with the politics of the state Legislature think that this bill has a good change of becoming law.
